Nope. It's a custom as you can guess, but not based on a 1948 Cadillac.

Yes, but I am don't know if they worked on this one. I only have details on the car and the owner's name.

I think it was made from an Olds 98, as the front bumper is an Olds rear bumper.  That would make it close to a Cadillac.  I don't have the reference material on these customs, so just throwing in my two cents.  Was it an Oldsmobile?

The bumper is not a rear Oldsmobile bumper, no. It comes from a 19... something.
And the car was not an Oldsmobile, sorry.
