I think that is an Isetta built under BMW licence in Great Britain at Brighton in 1957

Unless I'm mistaken, this is the Harrington BB prototype electric bubble car, made by Harrington Group, a company based in Ho Chi Minh City, Vietnam, and whose main product line is remanufactured brightwork (bumpers, handles, etc.) for classic cars.

Obviously modelled on the Isetta, the BB is all new, and built from scratch, with the drivetrain consisting of electric hub motors in all four wheels. From what I can gather it's still at the development stage, but it looks like fun, and I quite fancy one myself.

A search on the name will bring up more details, and there are also a few short videos on Youtube about the car.
