This car is called Noni P and feature a 1925 Rolls-Royce Eagle 16 Aeroengine with a Minerva chassis I think.

Top speed for the record, estimated in 500 mph, was never reached, because the police withdrew permission at the last moment and prevented the attempt. Poor Noni could only make a pair of passes at little more than 230 km/h.
