This looks like a prototype Ford Torino King Cobra.
Ford built a small handfull of these things with the intentions of taking on the dominating Plymouth Superbirds in NASCAR, but backed out when the Superbirds themselves came under enormous scrutiny.
This was probably built in late 1969 or 1970.

Indeed it is, based on the Torino.
I thought they only built two but maybe there were more..
