You're right, it's 2CV-based.
I don't know about the engine though; maybe you're right there too.

I had this as Bespoke Vintage Roadster by Blaine Dehmlow equipped with a Citroën chassis and a BMW R1150RT motorcycle engine.

That's what I was looking for, yes.  How on earth did you find it?
Can you tell me a bit more about its raison d'etre?  How was it designed and built? Who actually built it and where are they located?

I had this car between my photos I had it as Besboke Vintage Roadster by Blaine Demlow, I probably get the car making a search for other puzzles in the past and a photo of the car apeared in my search I thought was interesting and save the the car but  I had not dig into the car until yesterday when you post it.

What I have found about the car is this:
It looks that Blaine Dehmlow is the general manager of TechShop from San Francisco California and the Rallier car was a project sponsored by Autodesk to re-use a 1962, Citroen 2 CV to prove that a team of mostly in-experienced people could design and build a car that cost less and gets better gas mileage then most of the cars. The project had a group of people that range from old engineers and craftsmen to new builders to Autodesk Students Experts around it.  The entire body and interior were built at TechShop SF. The car used the Citroën chassis with BMW R1150RT motorcycle engine. The roadster was designed with Autodesk CAD software, printed out patterns for each part, and cut them out using the shop's waterjet. The car took 3 months to build and it cost around $7,000.00 total and it gets around 30 miles to the gallon.

That's right yes, although it's a pity they didn't come up with something a bit better-looking with all that technology!
