It is a 1975 Sportscar Matula GT from the Netherlands!  ;)

This company rivaled Ruska in the production of beach buggies fro the Dutch market and also produced a license-built version of the American TALON under the name Matula GT sports coupe.  This consisted of a plastic body design for a shortened VW Beetle chassis. It featured a flip-forward canopy for entry, close-set headlamps in cut-outs and a louvered rear end. Cars were sold principally in kit form.
