gotta go with shamrock on a 1936-1939 ZiS 101 limousine.

It is indeed a Zis 101 - 1939, I believe. GTO gave us the make and model designation, and so gets credit for the ID on this one, with an assist by shamrock.

Do I detect a touch of Lincoln design elements, maybe in the grill texture?  It's odd, since most of the post-war Soviet cars of state seemed to ape Caddys and Packards.
