It appears to be on display at an assemblage of early Porsches, so I am guessing it is a rear engined, air cooled something or other.  I am also guessing that the designer of the "spinner" hubs may have also perfected the first weed whacker.   

Lessee......German rear engined air cooled cars that are not VW's or Porsches.  Hmmmmm.......NSU?

Great puzzle.  But the NSDU guesser wasn't *real* far off, because the Rometsch Karmann-Ghia coupe ( I don't mean the obvious K-Gs but the Rometsch)--close relative of this puzzle car, actually *did* get much of the work done at NSU, though the coupe too was marketed as a V W.
