This was built in Europe, in a German-speaking country, but the donor was Italian

Nice list , but no, the guy who built it is not on the list. His name starts with an "S"

There was a relatively well known French car manufacturer in the 1920s, with a hyphen, and the 2nd name was the same as the builder of this car.

Yes, this is Karl Schneider's self-built car, which was shown at the 1971 Geneva Motor Show, together with the Diba GTC, the Ogo Phantom and a couple other other one-off automobiles
