French?
Not French, but from a nearby land.
German?
No sir.
It is the british Humber Humberette cyclecar, with a 8 bhp vee-twin mounted transversly and in-unit with the three speed gearbox, shaft drive and full differential. The Humberette was offered from 1903. The price was £120, watercooling was a £15 option.
EDIT: A few letters was left out in the answer. ;)
Correct!
The title should be Humber Humberette
It's going to be a long weekend, I suspect... ;)

Thanks!
However if I may comment, I think that if that was the original picture, I'd say it was the single-cylinder job of 1903-5 or so, not the rather later V-twin as described by SeaLion which was available in air- or water-cooled versions.
I couldn't find the original pic - I'll dig deeper.
Better?
