anyone seen this anywhere before?

I want to say French like Amilcar

I have never seen it before.
I guess German (for obvious reasons).
Four cylinders with unusual spacing (if the exhaust pipes are representative) and possibly downdraught carburettor(s)
The six-stud disc wheels and André Hartford dampers don't ring any bell, but should.

It seems to have been made in Argentina, so I do wonder if there is any real Cunningham connection.
