The design suggests Ford or Mercury of the mid to late 1980s...

My guess would be some South American Ford

It would appear to be the Ghia (Ford) Shuttler concept car. I've seen it attributed to various years between 1981 and 1986, but I think the earlier range is more accurate. Based on the Ford Fiesta.
