Is it Rodrigo Terran and his Porsche 935?
Well, it's a Kremer K3 935 (serial #930 890 0015, in case anybody is interested). That much I know.
It seems to be circa 1982 as UFO sponsored this car, but I can't find the race or driver. At Le Mans the livery was slightly different, but there the drivers were Claude Haldi, Rodrigo Terran & François Hesnault so grobmotorix may be right.

Once you have that, identifying his lasting impact on F1 should be easy.
Frenchman François Hesnault, from Neuilly-sur-Seine near Paris, came out of obscurity into F1, was pretty much a nonentity while he was in the top flight, and ended up in complete anonymity after it. To that end, his contribution to F1 was very limited, so it seems. But in fact, we can thank François for his help in one particular area; the development of the on-board camera.
