Title: Not really a puzzle...but it needs a name...

I'm posting this in the Expert section because I figured somebody here might know what it is...I was looking for images of the Tyrrell P 34 and came across this er..ah..monstrosity...whatever it is, it has a lot of Chutzpah; and the designer has some really big Cojones, or wants everybody to think he does...I have no idea of a manufacturer or car name, so no points, but I'm curious as to just what this thing might be...any takers?
