some 1920 or 1930s cyclecar from France or Italy?

It is the french CM 125 Mochet from 1951. Made by Charles Mochet with a 125 cm³ Ydral engine.

Not quite, but I guess close enough.It's a Mochet Velocar (human powered vehicle) - the motorised ones were a little more substantial. Compare http://www.microcarmuseum.com/tour/mochet-cm.html
