Well it does look like one. Technically, it is not.

I don't suppose you only mean it has the Buick-Rover 215 cid V8 under the hood ?

It's the MGB GT prototype by Pininfarina, pictured in the Pininfarina studios in spring 1964.

So tell the rest of mr Utz, in what way was this prototype technically not a MGB GT?

It was not badged as such.

So was it this car that was called Austin Healey 3000 Mk IV?

No, this is the prototype MGB GT, pictured in the Pininfarina studios in spring 1964.  Note that the prototype has frameless rear quarter windows and no badge on the tailgate.

The Healey variant, pictured below, was nixed by Mr Healey himself. Other than a different grille and a hood bulge to cover the larger AH engine, this was badge engineering in its purest form.
