Looks like a rear view of the 4wd gas turbine STP car that Parnelli Jones drove in '67? But modified? I haven't seen that flap before - looks more like a boot...

There was a lot of controversy over this item when the car first ran at Indy.  It is a spoiler, tied into the brakes as you might guess...but, since it was MOVEABLE, it was a stretch of the rules; and as I recall, it was deactivated for the race.  Other drivers complained that they couldn't see over it when it was deployed, and they were behind the Turbocar...and nearly everybody was behind the Turbocar for most oi the month...
