This looks like a Spanish prototype called the Rieju from 1955/56.

The beginnings
In 1934 D. Luis Laughed and D. Jaime Juanola decided to be associated to found a factory on Figueras (Girona-Spain) dedicated to the manufacture of accessories for bicycles. From the fusion of its last names name RIEJU arose.
