I think it may be a Fairthorpe Zeta but I can't find a photo of one from this angle.

They might be Triumph latches. I haven't been able to find out for sure. You should not get stuck on the latches, though, as they might have been installed afterwards and might not have been an option offered by the factory. But it is neither a Triumph nor Triumph-based, neither is it a Fairthorpe.
