I'm guessing that is AJ Foyt and father. The time frame is early post WW2.

Finally!  Otto is right...it's A.J. Foyt Senior and Junior, taken in about 1940...A.J. is about 5 years old in this picture.  Always the competitor, huh?   He was already racing adults and beating them at that age...in his autobio, he mentions a match race between himself and the local track champion, and A.J. beat him...at age 5!
