Does anyone recognize this car and it's most unusual powerplant?

This is odd...the blog I ran across while attempting to solve another puzzle ID'd this car as a Tata, from India...the compressed air engine is spot on, and there are a lot of photos that indicate that it is very similar to both an Eolo and an MDI. I have yet to find another photo of the car as a Tata. So, I'm a little confused. The car looks more like an Eolo, but it's primarily headlamp details that are different. I can only conclude that the Tata is somehow badge-engineered, or a license-built Eolo/MDI...so, both of you get the point.
If this car ever comes to the U.S., they'd better call it something other than a Tata...
