That would be a c1904 Rexette, I'd say

So I´d say this is a 5HP Rexette Forecar (or Tricar), built by Rex, Coventry, GB

I think that article describes the slightly later Rexette as it isn't the forecar in the puzzle picture - hence my original dating as c1904
