It looks like the Ogle /Triplex Scimitar GTS to me; the protype that spawned the Reliant Scimitar GTE.  This one off was used by Prince Philip for a while in the mid-1960s.

It was actually a two-off and I believe this car is the second built, not the one Prince Philip used. Speaking of which, he sold the car because driving it made him feel "decidedly conspicious" :D

The GTS (Glazing Test Special) was described as being conspicuous, as it had 43 square feet of safety glass, allowing the occupants to be visible to bystanders from every angle.

When first licensed, the first Ogle-Triplex GTS had an issue with the police.  The registration was 660 GLE, but the letters had been spaced out to look like "66 0GLE".

Yes, it's amazing.  There is no serious crime in Britain so Plod can spend his time cracking down on how you space the figures on a registration number....
