If memory serves me correctly, the Icealert was simply a thermometer that caused a red light to flash if the outside temperature fell below freezing.

The "Icelert" warning device (aka: "penguin detector") was factory-installed. It senses humidity and temperature, and warns as outside air temperatures drop.

How d'you get the "other drivers" idea - what wasn't  said, but was implied is a red light on the instrument panel
In Canada there would be little point as it would light up in October and not go out until April
However in its country of origin, we used to have patchy winter weather and the combination of temperature and humidity to give an ice-covered road could come and go several times in a journey so there was some point to it.
