Yep - VW chassis. FWIW, as originally built, the now-missing windshield's top was quite a bit higher than the steering wheel.

Here is a look at the car when it was new.

The Femat Femco Mk2 Canadian prototype/promotional vehicle made by fiberglass company Femat, a supplier to early Can-Am teams. Later, Femat made fiberglass Kayaks. I don't know if they are still in business.

The proportions are odd looks like the type of car you would see on a kiddies ride at a carnival.
