OK, time to give some clues in a couple of my older puzzles. This car is from a country not normally associated with building cars, although these days there is an assembly plant there.
European?
Romanian?
Norwegian? ;)
Not Romanian, and not Norwegian (to my knowledge, there is no real assembly plant in Norway?) - though geographically, SeaLion isn't too far off.

Th!nk Nordic in Aurskog:

A White-based Finlandia, perhaps?
Back to the puzzle, is it perhaps from Finland?
It is...it's a Finlandia Touring Model!

First, to SeaLion - with assembly plant I mean a plant where cars are assembled, not produced, this is of course very common in developing countries. In comparison, Th!nk Nordic is a manufacturing plant. But whatever! Paul Jaray got this one right as well - it is a 1923 Finlandia Tourer!
So, what do you say? Who should get the point - Paul Jaray for finding the right car, or KarnUtz for guessing the right manufacturer? Or maybe both? Your call!
As I was merely guessing, and since Paul supplied the requested make and model designation, the point is his.
I usually won't take credit for what others have done, in this case I must admit that I just search cars-makers from Finland following SeaLion intuition, and I found it without reading Karns post, but now, I think the point is his, also because there is no model designation even in my reply...

Then what do you call this, when the model designation is Tourer? I say the point is yours, then. Congratulations... :)
