To clarify, faksta's guess was actually quite close, and you could say this car is mongrel version of the car he named.

That Mercury written..maybe it's a Stanguellini special with Mercury engine installed then?

It should then be a 750cc two-stroke Mercury outboard engine.

Chassis number - CS04080 - 1953 Stanguellini 750 -> Keikhaefer (as Hemmings says) or Kirkhaefer (as written on a car)  ;D

Of course it's Kiekhaefer.
Elmer Carl Kiekhaefer (1906 - October 5, 1983) was the owner of Kiekhaefer Marine (later Mercury Marine), and also a two-time NASCAR championship car owner.
