Looks like a GM H-platform so could be a Chevy Monza ,Pontiac Sunbird, Buick Skyhawk, Oldsmobile Starfire,
Pontiac Astre, Chevrolet Vega - same base car - but im sure you want more than that !!!

More specifically a Monza Mirage for example

I think its a Buick Skyhawk Turbo.

Edit.

These cars were 1978's and had Doug Roe turbocharger kits.

Edit again.

Looks like the pic was taken from a Feb 78 Car & Driver article about it.

Yes, it is American and yes, metalshapes is right - it is a Buick Skyhawk Turbo.

Are so it was a Buick Skylark ! all be it a Turbo !!!

Yes, it was a special series car, I don't remember for sure, but maybe some kind of a promotional vehicle.
