Yeah, that is Max Balchowsky driving the Vogel '32 Roadster.
( #70 was his racing number, he also used that on his later Old Yeller/Ol Yaller Race Cars )
AKA the Bu Ford when it had a Nailhead Buick in it, but it had a flat head Cad in it before that.
