I think I have the answer, but it's a bit of a complex one. I believe this to be the East German Lancia-engined, VW-based special 'VW Fahrgestell' of Wismaraner Hans Thoms, but there may be some Skida Favorit connection as well, which I know less about. Anywhere close?!

Djetset is mostly right. It is a 1952 Favorit-Lancia as driven by Hans Thoms.
