That's Joe Fry driving the Freikaiserwagen at Bouley Bay
Despite its name that was a very British (English even) special built by David Fry (Joe's brother) Hugh Dunsterville and Dick Caesar, and the name's a play on the names of Fry and Caesar.

This car was originally dismantled in 1950, but it has now been rebuilt to its 1930 specification, using the original engine.
