I know it says "Know what it is?" and not "what car" - but is this actually a vehicle?

It seems to have echoes of Rowland Emmett's "The Featherstone-Kite Openwork Basketweave Mark II Gentleman's Flying Machine"

As much, or more so, than artist's renderings, clay models, styling bucks, and non-running concept cars, it is.
