it's err obviously a fiat cinquecento 4x4  this prototype was created in 1997 with a cooperation of two polish national companies: KPN and Bosmal. they wanted to sell the project to fiat, but they refused as they were already finishing production of the car. so then they turned to daewoo - new FSO owner - but they turned it down as well as they said they were working on their own 4wd system. so lastly they asked polish forest and boarder guard if they need it, but they prefered to stick with mercedes G-class. so the project was axed and now eventually boarder guard uses italian-made 4x4 pandas
