This seems to be another of those specials that really could have once been anything.
I'd say its origins were a mid-1930s british saloon car, and the Magna wheels suggest a Morris 10 or 12.
The steering wheel looks more Riley/Triumph/Standard than Morris, but it isn't clear enough
The registration number is from the 1950s which is when this thing was built, I suppose.

This car is a special, built on an a pre-WWII chassis.

Appears to be one of the Kitcher Specials, built by Rowley Kitcher on Rover 10 and 12 chassis.

With some specials, you can understand why it was done, but why was it an improvement on this:

While the original Rover is a fine looking car, the Kitcher is much lower, and the Aluminum body panels make it much lighter.

For the usual reasons ;)
