That's an Amphicar, c1962, based on Triumph Herald mechanical parts.

"The Amphicar is still the only amphibious automobile ever mass-produced for sale to the public. The German vehicle was designed by Hanns Trippel and manufactured by the Quandt Group at Lübeck and at Berlin-Borsigwalde"

That wasn't the question. 

The correct answer is LBJ driving, Vicky McCammon in the passenger seat, and Joe Califano in the back.

That's a good guess. I found the quote that would lead you to that answer, but I believe you've ID'd on of the three people correctly.

Of couse it wasn't the question - that'll teach me to read it all, but your format places the question below the photo, so it's quite easy to have the picture showing without the text. Well, that's my excuse.

Just another bit of trivia.... LBJ wasn't the only president to drive an amphicar.  Here is Jimmy Carter driving one.
