That's an Apal Prototype.
Indeed it is! Apal's very first car, in fact, circa 1962
I'm desperately trying to post this pic....
Ah yes, I have the same pic. It looks almost the same as the one posted, except for details and squarer rear wheel arches. Maybe two examples were made, or maybe this is the same car but altered over the years?

It cannot be properly called a 1962 APAL, because A.P.A.L. was not formed before 1962, and this car was built in 1957. By the coachbuilder Edmond Pery, who later established APAL indeed, on a VW platform.
I am not sure that the puzzle car is the same as the one in the black and white pic, who was built in 1957, and possesses a kind of T-Top, when the red car is a roadster.
