Since the Targa Florio was a sports car race, and this is not a sports car, I would doubt it.
Lots of Italian circuits were based on normal roads, so an urban background could be seen at a lot of places.
I think I have this car on a book, it should be a Formula Junior, with Fiat (or Lancia engine)...too vague, isn't it?

There is a connection, yes.
Is it equipped with an Alfa Romeo engine? Maybe downsized like the Alfa Romeo Abarth 1000.

A handful of these cars were built in the late 1950's, including 1959. And this picture was taken at an event that took place in 1959.

Withdrawn..I've found a picture of Foglietti, it's different.
It's rather hard to decide what to put next, as I have around 15 variants... All of them rather well fit into the above conditions...
But I don't know exact production years and numbers built for them.
