WTF 2 is for minesweeping, or driving through minefields.
I saw a pic of one once, and the story with it was that they bought all the used rear tires of a F1 field after a race.
The idea was to keep the pressure per square inch low, so they wouldnt trip the mines.

As the question is only related to the purpose of those 'cars' I guess WTF6 is just a kind of (non-purpose) art sculpture. It appearantly is displayed in front of an art gallery.
