Yes it is the Meyer. I have it down as 1971 but hey! It's based on the Renault R8

Meyer from France built by Gerard Meyer built in early 70s with Renault 8(engine) and Renault 16 parts.

That's right.
It was actually a prototype Sarap 701 I believe but the parts were sold off to Gérard Meyer for him to build up as his own special.
You did well to find that one..
