Looking at those Chinese characters from Arunas, it indicates that it's a Chinese three-wheeler thing, but the background on your picture features Japanese characters, so I have to assume this is Japanese

Red Zone Piiyo
RED ZONE exhibited three models of its Piiyo three-wheeled, mini vehicles at the Tokyo Auto Salon 2009 show. Of the three models, the PIIYO Rock n Roll Pickup Truck drew a significant amount of attention with its first ever showing at this year's Auto Salon show. Featuring a 50cc OHC engine, a semi-automatic 4-speed transmission and a reverse gear, the truck satisfies mini car registration specifications. The vehicle, which is 2,450mm long, 1,050mm wide and 1,550mm tall, features a small yet adorable design and can be driven on public roads. The price including tax is 298,000 yen.
