What is the company that made this prototype car?

This is the Reliant TW9 prototype from 1973. I found a bit of info here - http://www.sporting-reliants.com/Prototypes2.htm

Interesting as that is claimed to be the reg number of the bond...

Although it does look more like one of the early GTM race cars
