I know that this patent with swinging wheels goes back to a Swedish company named Skogsjan. It was originally made for Forwarders (forest mashines). Later it was taken over by Caterpillar as far as I know. Maybe your pic shows a military vehicle?

Looks to be a form of self-leveling articulated skidder. I bet it's real fun pitching one of those puppies into a fast sweeping, descending radius corner!

Doliner Go-Devil. All wheels driven by chains that run in cases. Those cases can be turned 360 degrees. For water purpose its got a propeller in the back.

From what I have read, this vehicle is called "Go-Devil" or "Do-Liner".  It was created by the Wagner brothers of Portland, Oregon, USA.  Maybe "Wagner Go-Devil" is a more accurate name?
