Citroën 2CV based?

Looks like some dents in the bodywork...either it hit something or it was so fast that the bodywork crumpled in the slipstream...is that a Citroen Traction Avant on the poster?  I'm blowing smoke because I have no idea what it is...looks like it was built for some kind of speed trial or endurance record.

Looks like it says VELAM on the front.  They were licensee of Isetta in France.  And looks like rear engine, which would be an Isetta feature, as well as rear tread looks narrower than front.
