Here is what I have. According to the caption in the book from where I scanned the picture, Englishman Mike Forrest designed his urban concept car to carry 4-5 passengers; powered by a 750 cc petrol engine, it was able to reach a speed of 80-90 km/h.

I suspect this is the same Mike Forrest that cut down an Austin Seven saloon for 750MC racing - the registration number  seems to confirm it.
