I think this is the DKW-powered Philipson Philips prototype from Sweden.  It never entered production as DKW were too difficult to come by in the late 1940s, so Philipson dropped the idea of this car and went on to be the main Saab dealers in Sweden in the late 1940s/early 1950s.

Djetset is right, but I found the name to be Philipson Philpin.

I also have it as Philipson Philpin in a Sweden book, but as Philipson Philips in an old 1972 Saab book with a picture caption of the car.  Do I get the point?!
