The license plate is from Thüringen, postwar Sowjet occupation zone in Germany. But almost total automobile construction in Easter Germany was concentrated in Thüringen... Could it be a Horch?

Close enough.  I have the full name as the IFA EMW P1 Pkw 325-3, but you get the point.
