This car is not a kit-car or a replica, but the base is quite unusual for this kind of cars... finding the base may lead you to this.

(In my defence: when I was young I made an agreement with Geography: each one of us would go to separate ways without bothering each other after school. I didn't break the rules...)
You are right, Sweden is still there (it's been a while since my last Risiko session...) and this is the only Volvo Vera, a selfbuilt car.
