You're almost right. But PV644 is wrong.

It's a 1954 proposal by Volvo in-house designer Ruston Lange to update the PV444 (think the suggested name was PV454) with this design inspired by a 1953 US Ford.
The PV444 was not updated until they made it into the PV544 in 1958, with a much more conservative restyle.

You're right, and this is Ruston Lange's proposal. There were so many numbers that I don't know if this one was still called PV454. But it also had a specific number, not shared with any other proposal.
This number will be worth another point. Locked for you 48 hours

Can't find much else out.
It was said to be 'similar to proposal #65 from around the same period' but not sure whether this is proposal #65 itself.  Probably not but can't find any other specific number for it.

Difficult maybe, but it makes your identification complete, gets you another point and makes an expert out of you.
From what I found it IS proposal #65 or Typ 65.
