It's a "spat" to cover the wheel to improve the aerodynamics and hide the ugly mucky wheel from the public.  It's mounted on a hinge so it can be easily moved aside if you need to change a puncture.

You're right and spotted of course its obvious difference with the usual "fender skirts" , as americans call them: the hinge (usually the skirts comes off completely).
But on what car ist it mounted (I'll be satisfied with just the make).

I would say the make is Riley, and that this particular car is the beautiful Riley RM 2.5 Coupe by Swiss coachbuilder Kong.

I don't know much about Rileys, but I checked those and the hubcaps seem different.
This also not what my source says.

The hubcaps also look quite Bentley-esque, from a Mk IV.

You're very close. I can't say about the model, but I found cars, Bentleys and Rolls (my source says Rolls), with about the same hubcaps, and two of those with the same spats, fromĀ  the same coachbuilder.

So I am changing the question, for a second point (D-Type gets the first one): which coachbuilder?

And you'd be right. Other 1950 examples, a Bentley and a Rolls.
