What's the identity of this car? If you know, you'll get a point

Maxmotor

ahh, this is a Peugeot 406 coupé underneath, but the image is composite. Was this ever actually built?

It's distinctly possible that it was never built. In fact I strongly suspect a magazine may have doctored a pic to create the 'car'. But if you know what it was supposed to be, then the puzzle will be solved...

Quiller

What is it supposed to be?

Surely it's some kind of Rover Coupe proposal?  600?
Those rear-lights; the number plate surround; the exhausts.  They shout MG-Rover!
And aren't those wheels MGF?

Not a Rover 600 proposal
But you are definitely on to something...

Carnut

Was it a proposal during BMW's ownership of Rover to revive Bernd Pischetsrieder's beloved Riley marque?

Yes it was!
This is a Riley Coupe proposal, which appeared in a French magazine. How genuine it is, I'm not sure, but...

Maxmotor

Trust the French to use a Peugeot 406 coupé as the basis for a "spy" image of a Riley proposal !!!

Definitely made up, but a worthy puzzle! Thanks for this one Quiller.
